The concept of "logistics center" in the scientific literature, is treated differently. Therefore, it is advisable to consider the basic meaning of the concept behind this concept. Logistics centers, functioning rail differ significantly from each other in their purpose.

Some authors [1] reported in his writings the basic conceptual differences between logistics centers, with as a classification criterion selected geographic - Country. For example, in Germany, the concept of a logistics center is embedded in the spatial and functional rationalization of urban agglomeration. French and English approach is characterized by a concentration of technological innovation and telematics in emerging centers. Italian approach was associated with a strategy of liberalization of port services and the increase in competition between ports in the export and transit of goods.[2]

In Russia one can see different definitions of logistics centers even under one company. JSC RZD already in 2005 approved The technology of logistical operation of cargoflows and it's realization in system of JSC RZD dispatching centres on the basis of IT-system "Cargo express" with integration to "ETRAN" [3]

Main aims for developing of logistical system of operation of cargoflows are the following:

  • Ensuring the smootn traffic through transport hubs;
  • Optimization of transport process with participation of different modes of transport;
  • Speeding of international cargo movement;
  • Optimal using of existent possibilities of all modes of transport including creating conditions for using of Russian ports possibilities for increasing of volumes and creating competitiveness of trade corridors passing through the territory and ports of Russia;
  • Attracting aditional cargoflows to the transport corridors passing through the territory of Russia;
  • Reduction of losses during transportation process.[4]

Achieving these goals should ultimately reduce the cost of cargo transportation of goods and increase the profitability and sustainability of Russian transport system.

However, in 2011 he published another document invests another meaning in the term "logistics center", namely the concept of a terminal and logistics centers in the Russian Federation [5]

as the main objectives of this paper are as follows:

  • Building a modern terminal and logistics infrastructure and thus improve the competitiveness of the transport of goods by rail;
  • Increased transportation activity of JSC "Russian Railways";
  • Engage to rail high-traffic,
  • More efficient use of facilities of the property complex;
  • Attracting investment in the development of terminal and warehouse complex.

Obviously, the logistics center rail developed in two directions: one is associated primarily with information flows ("information-logistics centers" - French and English approach in determining the logistics center), the other is related to the processing of the material flow ("terminal logistics center "- the German approach).

In the interaction of JSC "Russian Railways" with the sea in 2011, there was a trend of significant increase in traffic for export through Russian ports. Obviously, the logistics technology in cargo management can significantly accelerate progress wagon traffic to the ports and provide a noticeable economic impact. In this case, the great potential of modern technologies in the existing practice of the transport complex of Russia does not give a fair share of transparency and clear rules and norms of the organization of work in critical moments. Therefore, you should go to the current theoretical and methodological foundations of rational interaction of transport system of Russia and the development of effective procedures for its optimization.[7]
